On March 22-23, 2000, the RAND Arroyo Center, U.S. Army Trainingand Doctrine Command (TRADOC), Marine Corps Warfighting Lab(MCWL), and Office of the Secretary of Defense co-hosted a confer-enceon military urban operations at RAND's headquarters in SantaMonica, California. The conference sought to provide a forum foreducation and debate on current and future challenges inherent inthe commitment of armed forces to the world's villages, towns, andcities. The conference agenda, with a list of speakers and panelmembers, appears in Appendix A.This conference proceedings is part of a larger RAND Arroyo Centereffort to identify U.S. force requirements in preparing for urban con-tingenciesand to develop innovative approaches to meeting thechallenges inherent in such undertakings. It will be of interest togovernment and commercial-sector personnel whose responsibili-tiesinclude policy design, funding, planning, preparation, or thedevelopment of technologies for urban operations.The research is sponsored by the Deputy Assistant Secretary of theArmy for Research and Technology and is being conducted withinRAND Arroyo Center's Force Development and Technology Program.The Arroyo Center is a federally funded research and developmentcenter sponsored by the United States Army.
