PROBABLY THE "FOUNDATIONAL" WORK OF AUSTRIAN ECONOMICS

Ludwig Heinrich Edler von Mises (1881-1973) was one of the major figures in the Austrian School of economics; Friedrich Hayek was a pupil of his.
"Human Action" is Mises' most important work, and was first published in 1949; this 1966 edition is the third revised edition. In the Introduction, he introduces "the general theory of human action." He argues that "no treatment of economic problems proper can avoid starting from acts of choice," and that economics is part of a "more universal science, praxaeology." (Pg. 3) He states that the ultimate goal of human action is always the satisfaction of the acting man's desire. (Pg. 14) In accordance with earlier members of the Austrian School, he asserts that value is subjective: "Value is not intrinsic, it is not in things. It is within us..." (Pg. 96)
He strongly rejects the idea of government "stabilization" of the economy (the major "selling point" of Austrian economics these days), because endeavors to expand the quantity of money in circulation "disintegrate all currency matters and derange economic calculation." (Pg. 223-224) Monetary calculation is the "main vehcle of planning and acting" in a free enterprise society "directed and controlled by the market and tis prices." (Pg. 230) He also rejects the notion of a "mixed" economy: "capitalism... and the socialist economy preclude one another. There is no mixture of the two systems possible or thinkable." (Pg. 258)
He admits that the rich cast more "votes" (i.e., have more economic influence) than the poorer citizens. "But this inequality is itself the outcome of a previous voting process... A wealthy man can preserve his wealth only by continuing to serve the consumers in the most efficient way." (Pg. 271) He also endorses the Austrian concept of "time preference," in which "Present goods are more valuable than future goods." (Pg. 483) Interest is, therefore, the mutual valuation of present goods as against future goods. (Pg. 527)
Trade protectionism will only "divert production from those places in which it could produce more per unit of capital and labor expended to places in which it produces less." (Pg. 317) Goverment credit expansion, sooner or later, must result in a "catastrophe." (Pg. 448) What is needed for a sound expansion of production is additional capital goods. The credit expansion boom is "built on the sands of banknotes and deposits. It must collapse." (Pg. 561)
He is not a "complete" anarcho-libertarian, however; he says that "the essential task of government is defense of the social system not only against domestic gangsters but also against external foes." (Pg. 282) Police powers are also necessary, "which makes individuals responsible for their contributions to the joint productive effort." (Pg. 289)
Although he opposes "progressive taxation," he states that "Taxes are necessary." (Pg. 807) He states, "Only doctrinaires would be so dogmatic as to objct to the government's regulation of drug traffic." But he also wonders where such a principle might lead: "Why not prevent (us) from reading bad books and seeing bad plays... and from hearing bad music?" (Pg. 733-734) He also concedes that "human weakness taints all human institutions and thus also the market economy." (Pg. 652) Neverthtless, he asserts that almost all instances of monopolies "are the outgrowth of government interference with business." (Pg. 681)
He expresses some controversial ideas, such as that "If commodities cannot be sold and workers cannot find jobs, the reason can only be that the prices and wages asked are too high." (Pg. 577) "Unemployment in the unhampered market is always voluntary." (Pg. 599) He also utters the prophecy, "the age of interventionism is reaching its end. Interventionism has exhausted all its potentialities and must disappear." (Pg. 855) [This seems not to have happened, of course.]
Mises' book is a very important statement of the Austrian School, and this book is a logical next step for those who have read his earlier (and more famous) work, Socialism: An Economic and Sociological Analysis.
